Open Education, Open Government​?

 

Open Learning, Open Education, Open Educational Resource (OER), Massive Open Online Course (MOOC), Open Badges, Open Assessment, Open Quality, Open Source, Open Data, Open Knowledge... In the world of education the word "Open" seems to have become the new punctuation mark, like "f***" in a Tarantino movie or the more recent The Wolf of Wall Street (569 utterances, 3.18 every minute — source). 

Yet, a number of recent legislations and revelations might tend to confirm that the expression Open Government should come top on the list of oxymorons along with military intelligence and French modesty. We live in a time that should delight Samuel Huntington, the father of The Clash of Civilizations, who in 1975 wrote:

Al Smith once remarked that "the only cure to the evils of democracy is more democracy." Our analysis suggests that applying that cure at present time could well be adding fuel to the flames. [...] the effective operation of a democratic system requires some measure of apathy and noninvolvement on the part of some individuals and groups. In the past, every democratic society has had a marginal population, of greater or lesser size, which has not participated actively in politics. [...] The vulnerability of democratic government in the United States thus comes not primarily from external threats, though such threats are real, nor from internal subversion from the left of the right, although both possibilities could exist, but rather from the internal dynamics of democracy itself in a highly educated, mobilized and participant society. Source: The Crisis of Democracy, Kyoto May 1975.

For Samuel Huntington, the source of the problems with democracy is not the lack of education, but the fact that education could increase participation in the political system. Democracy needs to keep certain groups marginal:

In itself, this marginality on the part of some groups is inherently undemocratic, but it has also been one of the factors which has enabled democracy to function effectively. Marginal social groups, as in the case of the blacks, are now becoming full participants in the political system. Yet the danger of overloading the political system with demands which extend its functions and undermine its authority still remains. (ibid.)

Is Open Education compatible this type of democracy? If the answer is yes, then Open Education should probably be treated as yet another oxymoron. While a number of actors equate Open Education with free education, Opening Education is much more than making learning free for all —a possible means, not an ultimate end. Opening Education is about learning to make us free, it is the learner, the citizen who is freed, ultimately. And in our view, this freedom has a corollary: Open Government and Open Governance.

Alfie Kohn, author of Punished by Rewards  

Alfie Kohn has been described in Time magazine as "perhaps the country's most outspoken critic of education's fixation on grades [and] test scores." His criticisms of competition and rewards have helped to shape the thinking of educators -- as well as parents and managers -- across the country and abroad. Kohn has been featured on hundreds of TV and radio programs, including the "Today" show and two appearances on "Oprah"; he has been profiled in the Washington Post and the Los Angeles Times, while his work has been described and debated in many other leading publications.

Kohn's various books have been translated into Chinese, Japanese, Korean, Spanish, German, Italian, Swedish, Dutch, Polish, Romanian, Bulgarian, Portuguese, Arabic, Hebrew, Thai, and Malaysian.

Gill White, Chartered Institute of Personnel and Development (CIPD)

Gill WhiteWe have the pleasure to welcome a representative of the Chartered Institute of Personnel and Development​ (CIPD), the UK professional body for Human Resources and people development with over 130,000 members internationally - working in HR, learning and development, people management and consulting across private businesses and organisations in the public and voluntary sectors.

Gill joined the Chartered Institute of Personnel and Development (CIPD) in July 2012 as Head of CIPD Training. She was appointed in May 2013 to head up the newly formed Directorate of Capability and Career Development. Gill’s  responsibility  is to drive the design and delivery of development solutions that support the profession from start of career to end. Prior to working for the CIPD Gill has held a variety of Head of L&D roles at Vodafone, Xchanging and SSP and Operational roles; such as MD of the consultancy IDology; Op’s manager for Whitbread, Greenalls and Vodafone.

Gill holds the prestigious Chartered Director status, one of only 1000 in the UK; Awarded by the Institute of Directors.

The CIPD has links with over 100 similar institutions and associations across the world and are active members of the World Federation of People Management Associations (WFPMA), the European Association for People Management (EAPM) and the International Federation of Training and Development Organisations (IFTDO).

Polish Europortfolio Chapter launched

Polish Europortfolio Chapter was successfully launched on 16.01.2014 during the seminar "Management of self-development as an important managerial competence" in Warsaw. 

During this meeting, Agnieszka Chrząszcz presented important issues about the e-portfolio:

  • opportunities for trainers and managers to use and contribute to Europortfolio
  • e-Portfolio - only digital tool for planning, documenting and presenting the way of self-development or something more?
  • possibilities of e-Portfolio - main features and possible ways to work with this tool.

Connected Learning in an Open World

The Academic Practice and Technology (APT) Conference: Connected Learning in an Open World is the twelfth annual conference hosted by the eCentre at the University of Greenwich. It provides an opportunity for delegates and presenters to debate and explore the significant challenges for higher and post-compulsory education and training arising from these waves of rapid change. The conference will be a forum where policy, practice and strategic developments can be explored, discussed and shared by practitioners and researchers in a vibrant and lively atmosphere on the university's World Heritage Campus.

The themes of the conference will explore:

  • The challenges for pedagogical design and development in an open world;
  • what it means to be a connected learner and a connected institution?
  • the impact of 'disruptive' technologies on the student and academic experience, and on learning, teaching and assessment;
  • student-led learning, user-generated content and the challenges of remixing,  reusing and curating in a digital age;
  • emerging practices, tools and approaches that enhance learner engagement and transition;
  • the skills and attributes needed for the future workforce
  • the relationship between universities, colleges, new e-learners and globalised e-employers.
